Ordinary civil servants in local land departments and funders of charitable funds made Lin Jipai once stand at the forefront. In 1982, after graduating from the Department of Materials Engineering of Beijing Institute of Iron and Steel (now University of Science and Technology Beijing), Lin Jipai from Cangnan rural area entered Shanghai Baoshan Iron and Steel General Factory. According to him, in those years at Baosteel, I made my own papers and developed new technologies, and my career went smoothly. "When I published my first paper, I was only in my early twenties. Lin Jipai said that he was "holding money" and found major universities. Among the three universities that "Award for Dejin" has gone through, University of Science and Technology Beijing is the alma mater of Lin Jipai, while north china university of technology and Beijing University of Posts and Telecommunications are alumni.
The identity of civil servants and the high-profile donation plan made the above schools very cautious.
Ma Bin, deputy secretary of the Party Committee of the International College of Beijing University of Posts and Telecommunications, told the Beijing News that after Lin Jipai offered to donate, the college did not immediately agree. "We are very cautious about this kind of donation of off-campus funds."
A staff member in north china university of technology told the Beijing News that the school not only checked Lin Jipai’s personal situation, but also made many contacts with him. How are these winners selected?
The staff of the above-mentioned universities told the Beijing News reporter that when determining the candidates, they were based on the principle of self-recommendation and mutual promotion. Lin Jipai: I feel that the university has expanded its enrollment and there are many "scholarships", but why hasn’t the moral standard of the whole society improved? Students cheat in exams and professors plagiarize papers. I have seen this kind of thing a lot, so I want to do something. There are too few similar prizes. I give some money to promote the positive energy of society, which I think is very meaningful.

Lin Jipai: This stems from my own experience. I went to college in the 1970s. At that time, there were four children at home, and I couldn’t afford them at all.
