Key points of making government affairs public in 2020
To do a good job in making government affairs public this year, we should take Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era as a guide, fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third and Fourth Plenary Sessions of the 19th National Congress, adhere to the people-centered development thought, conscientiously implement the decision-making arrangements of the CPC Central Committee and the State Council on the work of making government affairs public, and accurately implement the newly revised Regulations on Government Information Disclosure in People’s Republic of China (PRC). Promote the modernization of the national governance system and governance capacity with higher quality publicity, focus on the "six stabilities" and the "six guarantees" tasks, focus on deepening the "streamline administration, delegate power, strengthen regulation and improve services" reform and optimizing the business environment, promote implementation, standardization and service in an open manner, and provide strong support for achieving the goals and tasks of economic and social development this year.
First, strengthen the publicity of the right to use around the implementation of the spirit of the Fourth Plenary Session of the 19th CPC Central Committee.
(a) based on the list of powers and responsibilities, strengthen the disclosure of power allocation information.It is necessary to comprehensively sort out the administrative powers exercised by this organ according to law and the public service responsibilities undertaken according to law, update and improve the list of powers and responsibilities, and make it public as required. Local government departments in charge of information disclosure at all levels should, according to their authority, urge administrative organs to disclose information such as work functions and institutional settings according to law, and on this basis, organize the compilation of a catalogue of institutional functions of government administrative organs at the corresponding level and make it public, so as to fully show the power allocation of government institutions.
(2) Taking the standardization of grassroots government affairs as the starting point, we will strengthen the information disclosure in the process of power operation.Pay close attention to the construction of public participation mechanism in grass-roots administrative decision-making, and all major administrative decisions directly related to the rights and interests of the relative parties should listen to the opinions of stakeholders and the public in an appropriate way. Guided by the disclosure of the right to use, we will focus on the key links and positions in the operation of power, and compile and complete the standard catalogue of grassroots government affairs disclosure by the end of 2020 in accordance with the requirements of relevant documents, so as to ensure that publicity and supervision will extend wherever the power runs.
(three) to focus on administrative regulations and normative documents, strengthen the management of government information.The competent department of judicial administration in the State Council should centralize and unify the existing effective administrative regulations before the end of 2020, and provide online consulting, retrieval, downloading and other services. Government departments at all levels should systematically sort out the regulations and normative documents issued by their own organs, promptly reform and abolish them in accordance with the requirements of the "streamline administration, delegate power, strengthen regulation and improve services" reform, make them centralized, unified and open to the public and dynamically update them, and initially solve the problems of unclear base and imperfect system before the end of 2020. All government departments in charge of information disclosure should strengthen overall guidance, gradually organize and form a compilation of documents of the government at the corresponding level and the system, and make them public in a centralized and unified way to serve the modernization of the national governance system and governance capacity.
Second, strengthen the interpretation of policy release around "six stabilities" and "six guarantees"
(a) to help do a good job of "six stability".Focusing on the spirit of the Central Economic Work Conference and the requirements of the Government Work Report, we will intensify policy interpretation, strengthen the guidance of public opinion, comprehensively explain various policy measures and their effects to stabilize employment, finance, foreign trade, foreign investment and expectations, actively respond to hot economic and social issues, release more positive signals, and create a good public opinion environment for effectively overcoming the impact of the COVID-19 epidemic and striving to achieve this year’s economic and social development goals and tasks. Broaden distribution channels, enrich content forms, enhance the influence of communication, fully explain the overall stable, steady and progressive economic operation, and effectively boost market confidence.
(two) to help implement the "six guarantees" task.Real-time release of relevant policy information on ensuring residents’ employment, basic livelihood, market players, food and energy security, stable supply chain of industrial chain, and grass-roots operation. Closely around the efforts to stabilize enterprises to protect employment, enhance new development momentum, implement the strategy of expanding domestic demand, ensure the realization of the goal of poverty alleviation, stabilize the basic disk of foreign trade and foreign investment, and ensure and improve people’s livelihood, we will interpret relevant policies and measures, implementation and work results. Third, strengthen the disclosure of government information around optimizing the business environment
(1) Improve the publicity quality of market supervision rules and standards.Implement the decision-making arrangements of the CPC Central Committee and the State Council on deepening the "streamline administration, delegate power, strengthen regulation and improve services" reform and optimizing the business environment, and fully disclose the market supervision rules and standards to market participants, so as to ensure the fairness of market supervision with the certainty of supervision rules and standards. Market supervision departments at all levels should strengthen window services and provide more accurate and convenient policy advice for market participants.

Pay close attention to the public opinion dynamics related to the epidemic situation, and respond quickly and positively to relevant public opinion hot issues. The principal responsible persons of relevant localities and departments should take the lead in speaking out and guide public opinion with authoritative information.

Strengthen the protection of personal information, and strictly implement the relevant provisions on the protection of personal information for the prevention and control of epidemic situation in COVID-19, and take effective measures to keep and properly handle it.
Five, strengthen the implementation of the system around the implementation of the newly revised regulations on the disclosure of government information.

(four) to establish and improve the information disclosure system of public enterprises and institutions.The relevant authorities in the State Council should, according to the requirements and authorization of the regulations on the disclosure of government information, and in accordance with the unified arrangement of the competent authorities of the national government information disclosure work, start to study, formulate or revise the special provisions on information disclosure of enterprises and institutions in the fields of education, health, water supply, power supply, gas supply, heat supply, environmental protection and public transportation, and accelerate the construction of the information disclosure system of public enterprises and institutions with China characteristics. By promoting the information disclosure of public enterprises and institutions, it will help improve the efficiency of supervision.
Six, strengthen the security measures to do a good job in government affairs.
(a) clear leadership responsibilities.Government departments at all levels should determine a responsible comrade in accordance with the law, perform the leadership duties of the government information disclosure work of this organ, and report to the competent department of government information disclosure work at the same level for the record. The government departments that implement vertical management should file with the competent department of government information disclosure work at the higher level.
