At present, there are three ministries and commissions named "Disease Prevention and Control": National Bureau of Disease Prevention and Control, National Health Commission Bureau of Disease Prevention and Control (cancelled, still displayed in official website) and China Center for Disease Prevention and Control.

The National Bureau for Disease Control and Prevention, a national bureau managed by the National Health and Wellness Commission, is a newly established vice-ministerial bureau, which was put up on May 13, 2021 and finalized on February 17, 2022.

China Center for Disease Control and Prevention is a public institution directly under the National Health and Wellness Commission according to the Reply of the Central Committee on the Establishment of Institutions Affiliated to the National Health and Wellness Commission (No.90 [2018] of the Central Committee).

Previously, the National Health Commission Municipal Bureau of Disease Control and Prevention (the internal organization of National Health Commission, bureau level) was cancelled simultaneously with the announcement of the final plan of the National Bureau of Disease Control and Prevention, together with the Comprehensive Supervision Bureau, and some of its supervision tasks were also transferred to the National Bureau of Disease Control and Prevention.

The new task of CDC

In the layout of scientific and technological projects, base construction, personnel training and other work, strengthen the collaborative research mechanism, encourage cooperation with scientific research institutes in universities, optimize the sharing and opening mechanism of scientific research resources such as data and platforms, and cultivate interdisciplinary and interdisciplinary scientific research teams. What changes have taken place in the work of CDC?

This year coincides with the 20th anniversary of the establishment of China CDC.

Before this reform, there were some systemic chronic diseases in China CDC. For example, the construction of personnel team is unstable and the treatment is poor. Shen Hongbing also pointed out in the article that this is the primary reform focus after the establishment of the National Bureau for Disease Control and Prevention. It will establish a new operating mechanism that combines security and incentives and conforms to the characteristics of disease control institutions. In collaboration with governments at all levels, it should fully guarantee the funds of local disease control institutions, and allow them to allocate autonomy within the disease control institutions to stimulate their operational vitality.

In addition, insiders said that the CDC system also has some risks of selling with gold. The main office area of National Health Commission is located at No.1, Xizhimenwai South Road, Xicheng District, Beijing; the office area of National CDC is located at No.14, Zhichun Road, Haidian District, Beijing; and the main building of China CDC is located at No.155, Changbai Road, outside Beijing’s North Sixth Ring Road. It can be predicted that when working in coordination with other departments of the National Health and Health Commission, the staff of China CDC will have one more place to countersign. On the whole, with the establishment of separate disease control bureaus in various places, the disease control system will have independent administrative authority under the leadership of the disease control bureaus, and it will be more convenient to communicate with local government agencies and coordinate with local departments and bureaus.
