At present, the task of reform, development and stability is arduous, and investigation and research in Daxing is the basis and prerequisite for doing all the work well. All levels and localities should not only attach great importance to investigation and study, but also do a good job in investigation and study, prevent "rushing headlong into action" investigation and study, stop "putting on a show" investigation and study, and ensure that investigation and study can achieve practical results.
First of all, investigation and research should adhere to the problem orientation and go for the problem, instead of "completing the task" aimlessly and unprepared. In the past, why did some localities and a few leading cadres make investigation and research go through the motions? A very important reason is the lack of problem consciousness and the spirit of seeking truth. A few leading cadres don’t understand the principle of "planning" first and then "moving", and they set out blindly without selecting the problems, directions and methods of investigation. In order to "go on" as soon as possible, some people hurried to complete the task and "go through the motions" in a hurry, resulting in the vain investigation. Others simply throw the research objectives and tasks to the grassroots and ask the respondents to "prepare and make careful arrangements". This kind of research is not only useless for finding and solving problems, but also increases the burden on the grassroots. The cadres and the masses hate this, and such research must not be done again.
Secondly, the investigation and research should avoid "taking part in accidental amusement" and "beating gongs and drums" to ensure that the investigation is done quietly, steadily and truthfully. Comrade Chen Yun is a model of investigation and research. On June 27th, 1961, a farmer in Shanghai Qingpu Xiaozheng Commune welcomed several guests. They lived for 15 days, talked with farmers in the living room on the ground floor, inspected pig farms and private plots, and went deep into canteens and markets to understand the situation. Later, these research experiences formed three special reports, such as "Sows should also be decentralized to farmers for private raising", which provided important reference for the central government to formulate and adjust rural policies. As for these mysterious guests, it is the the Central Committee of the Communist Party of China Rural Investigation Working Group led by Comrade Chen Yun. He declined the living arrangements in the county and put forward the requirement of "no invitation", trying not to cause trouble to local comrades and not to affect the normal work of local areas. It is by this style of "sticking a pole into the end" that we can grasp the actual situation and make a correct judgment.
On the other hand, in reality, a few leading cadres are engaged in research, and people have not yet left, "greeting is ahead." What’s more, not only do you say hello in advance, but you are also required to make a good reception plan for all places along the route, when and where the leading cadres will take the bus, where the local cadres will meet them, which villages, households and points to investigate, where to eat at noon, where to arrange the forum, who will speak, and even how accurate the leadership trip is. Some people have not studied and set the tone first, indicating that the following "follow the map" and find the basis that matches it as evidence. In some cases, the tone is not clear, especially after reading the carefully packaged "typical" and whitewashed "on-site", they greatly affirmed and appreciated and asked to promote the "practice" and "experience" here. Others know that what they see and hear is false, but they don’t want to discover it, and they are willing to be led by the nose … So, where is there any investigation?
The "four no’s and two straight’s" emphasized in "Work Plan for Investigation and Research in the Great Party", that is, going straight to the grassroots without notice, greeting, listening to the report and accompanying the reception, aiming at the chaos of "taking part in accidental amusement" and "beating gongs and drums" in the previous investigation and research, vigorously advocating quiet investigation, truly observing people’s feelings, not burdening the grassroots, and not being bureaucratic. Only by firmly adhering to this style of work at all levels and localities can we see the real scene, hear the real voice and grasp the real situation.
Thirdly, investigation and research should be carried out in places and units where there are many difficulties, people’s opinions are concentrated, and the work can’t be opened, so as to prevent "being too poor and loving the rich" investigation. The two investigation stories of the Supreme Leader General Secretary are touching. On December 30, 2012, General Secretary of the Supreme Leader braved the wind and snow to visit Luotuowan Village, Longquanguan Town, Fuping County, Hebei Province, in the depths of Taihang Mountain. The roads here are narrow and rugged, belonging to the contiguous poverty-stricken areas in the country, with an annual per capita income of more than 900 yuan. At the meeting, he said to the local cadres: A glimpse of the whole leopard is to understand the real poverty in China. If you can see the real poverty, it will be worth three and a half hours’ journey from Beijing!
In November 2013, General Secretary of the Supreme Leader came to Shibadong Village, Xiangxi Tujia and Miao Autonomous Prefecture, Hunan Province for investigation. What is still fresh in people’s memory is that when visiting the 18-hole village, there was no TV at the home of Shi Pazhuan, a Miao aunt, and she couldn’t recognize the general secretary. It is also in such an extremely poor place that General Secretary of the Supreme Leader put forward the concept of precise poverty alleviation.
Whether it’s "three and a half hours’ journey from Beijing" or "getting to the 18-hole village that has never even seen TV", the general secretary’s determination to see "true poverty" is not an important research method. How can it not make some people blush? In the past, some leading cadres were "too poor to love the rich" when choosing research sites, and were unwilling to go to places with many problems and contradictions. They felt that mass work there was not easy to do and the problems were difficult to solve, and they only wanted to go to places with many bright spots and high exposure. Star villages and demonstration sites receive an endless stream of researchers, but poor villages and remote rural areas are empty. Indulge in such research, you will always see a bright side. How can you hear the voices of the poor people?
Finally, the fundamental purpose of investigation and research should be to solve problems effectively, and urge cadres to solve practical problems that the masses are anxious about in investigation and research. Comrade Mao Zedong once made an image metaphor for investigating and solving problems: "Investigating is like being pregnant in October, and solving problems is like giving birth once.". Investigation is to solve problems. " In 1930, Mao Zedong conducted a social investigation in Xunwu for more than 20 days, and later wrote a survey of Xunwu with more than 80,000 words, which is a classic of our party’s investigation and research. At that time, this investigation and study was mainly carried out to find out the problems of rich peasants and landlords in a realistic way and put forward solutions to the problems of rich peasants, "so that the rich peasants, middle peasants, poor peasants and farm labourers can live."

At present, we are facing a great change in the world that has never happened in a century, and the uncertainties and unpredictable factors are increasing. There are many deep-seated contradictions in domestic reform, development and stability that cannot be avoided, and various risk challenges and difficult problems are more severe and complicated than before. The more risky and difficult it is, the more we need to do the investigation and study in depth. The quality of all investigations and studies is based on whether the problems can be solved. Only in this way can we stop the "show investigation" and ensure that Daxing investigation and study will become an inexhaustible motive force for solving deep-seated problems and promoting the continuous development of the party’s various undertakings.
