In the past four years, all parts of the country have attached great importance to it and adopted a series of innovative measures, which have achieved positive results in the prevention and control of myopia among children and adolescents. In order to further implement the spirit of the important instructions of the Supreme Leader General Secretary on the prevention and control of myopia among children and adolescents, and continue to promote the implementation of the requirements of the Implementation Plan, this issue specially invites relevant responsible comrades from the education departments of some provinces (autonomous regions and municipalities directly under the Central Government) to write articles and share their experiences in preventing and controlling myopia among children and adolescents in this region.
Adhere to the concept of "health first" and strictly implement the policy of "double reduction"

Strengthen the mechanism and gradually improve the top-level design. In January 2019, Anhui Province issued an implementation plan for prevention and control of myopia at the provincial level. The establishment of Anhui primary and secondary school students’ vision health management center and provincial health education and teaching steering committee will give full play to the role of experts in consulting, researching and guiding the prevention and control of myopia among children and adolescents; Continue to strengthen the professional training of full-time health technicians in schools, and train a total of 30,700 health professionals and child health professionals; In the province’s primary and secondary schools to carry out the selection of part-time vice presidents of health, currently equipped with 8725; Established a provincial-level comprehensive prevention and control group of children and adolescents’ myopia experts, and carried out more than 500 thematic publicity activities.
Reduce the burden and strictly implement the "double reduction" policy. We will issue the Implementation Plan of Anhui Province to Reduce the Overweight Academic Burden of Primary and Secondary School Students, the Implementation Opinions on Standardizing the Development of Off-campus Training Institutions, and the Implementation Plan of Anhui Province to Further Reduce the Homework Burden of Students in Compulsory Education and the Off-campus Training Burden, and improve the policy system of "double reduction". Compulsory education schools in the province have established a system of homework publicity, and the proportion of homework control time reaching the standard is 100%. At present, there are 4,750 online and offline discipline training institutions in the province that have been transformed or cancelled, with the reduction rates reaching 100% and 94.02% respectively, and 302 "reform from business to non-business", with a completion rate of 100%, and all kinds of chaos in off-campus discipline training have been basically eliminated.
Increase exercise and further promote the integration of sports and education. Issued "Several Measures on Comprehensively Strengthening and Improving School Physical Education in the New Era", deployed all over physical education class, fully implemented sports homework, carried out eye exercises twice a day and 30-minute recess activities, encouraged students to participate in sunshine sports, and guaranteed students one hour of physical activity time inside and outside the school every day. It is the first in the country to release a series of teaching videos of "Guidelines for Prevention and Control of Myopia in Pre-school, Primary School and Middle School" to raise parents’ awareness of prevention and control and their initiative and enthusiasm in participating in prevention and control work, guide children and adolescents to establish a good awareness of vision health, and strive to achieve "full-time" coverage of myopia prevention and control; Through the parent committee, parent school and other platforms, guide parents to guide their children to engage in outdoor activities or physical exercise.
Strict assessment, strengthen the incentive and restraint mechanism. From 2020 onwards, we will carry out an annual evaluation of the prevention and control of myopia among children and adolescents in various municipal governments. At the same time, the myopia rate of children and adolescents will be included in the evaluation index framework of "Healthy Anhui Action", and the evaluation of the performance of municipal governments in fulfilling their educational duties and target management, and the supervision and evaluation of county (city, district) party and government leading cadres in fulfilling their educational duties. The physical and mental health of children and adolescents (including vision indicators) and the burden of schoolwork will be included in the provincial compulsory education quality monitoring outline and index system, and the scope of school health supervision in the province.
Strengthen overall planning and establish a long-term mechanism for myopia prevention and control

The first batch of 25 demonstration counties (cities, districts) and 100 "bright schools" were selected.
Do a good job in myopia prevention and control propaganda and optimize intervention and treatment measures

Shanghai pays attention to implementing the concept of "health first" and guides students to develop behavioral habits conducive to visual health. The first is to ensure the class hours of physical activities in schools. Since 2012, Shanghai has started the school physical education curriculum reform of "interest in primary school physical education, diversification of junior high school physical education, specialization of senior high school physical education and individualization of college physical education". On the basis of implementing the weekly "three classes, two exercises and two activities", Shanghai has fully implemented the opening of a physical education class every day in primary school, promoted the gradual increase of physical education hours in junior high school and senior high school, and ensured students’ one-hour physical activity time in and out of school every day. The second is to reduce the burden of schoolwork on and off campus. Implement comprehensive prevention and control measures for myopia. Focusing on promoting the joint efforts of the government, schools, medical and health institutions, families and students to build a comprehensive prevention and control network for myopia, it mainly includes three measures: First, strengthening the collaboration between medical and education. Every semester, students’ vision monitoring is carried out twice, and the refractive development files of children and adolescents are established "one file for life", which realizes 100% filing and dynamic transfer with the student status files of children and adolescents. The second is to improve the visual environment. In 2020, the Shanghai local standard "Code for Design of Classroom Lighting in Primary and Secondary Schools and Kindergartens" was revised and promulgated. By the end of 2021, all relevant compulsory hygiene standards such as classroom lighting in schools in the city were up to 100%. The third is to strengthen team building. In the past four years, the city has recruited more than 600 new PE teachers every year, and the number of PE teachers in basic education has exceeded 10,000, accounting for nearly 9% of the total number of PE teachers. Strengthen the implementation of myopia prevention and control responsibility. Signed a "Responsibility Letter for Comprehensively Strengthening the Comprehensive Prevention and Control of Children and Adolescents’ Myopia" with all districts, and implemented a one-vote veto on the districts and schools where students’ new myopia rate increased and their physical health level declined. Second, strengthen the assessment: regard children’s and adolescents’ visual health as an important part of quality education, include physical and mental health and schoolwork burden in the monitoring and evaluation of compulsory education quality and the evaluation of school green indicators, and include children’s and adolescents’ myopia prevention and control work, overall myopia rate and physical health status in the annual performance appraisal of district governments, forming a reversal mechanism for districts and schools to implement myopia prevention and control responsibilities.
Building an intelligent prevention and control platform, linking departments to form a joint force

Establish a leading group for comprehensive prevention and control of myopia in children and adolescents in the autonomous region, sign a responsibility book for myopia prevention and control objectives, promote it in layers, and strengthen territorial responsibility. Implement "Bright Action" and issue "Implementation Plan of Bright Action for Prevention and Control of Myopia among Children and Adolescents in Autonomous Region (2021— 2025), focusing on the key areas, core elements and key links of myopia prevention and control, and carrying out eight special actions to guide students to consciously protect their eyes in like eyes, reduce their academic burden, and scientifically regulate the use of electronic products.
Comprehensive measures to establish an effective prevention and control mechanism. Comprehensively reduce off-campus training institutions for homework and disciplines. Adhere to after-school services, compulsory education schools have basically achieved "5+2" full coverage, and all students in need have full coverage, with a student participation rate of 95.6%. The number of off-campus training institutions in disciplines was reduced by 1356, with a reduction rate of 96.66%. Deepen the integration of sports and education, issue relevant documents, and promote the creation of 237 kindergartens with football characteristics, 153 schools with campus football characteristics, 4 pilot counties (districts) with campus football, 3 "all over the sky" training camps, 93 schools with ice and snow characteristics, and 20 demonstration schools with ice and snow.
Typical guide, explore effective experience mode. On the basis of the existing five national pilot counties (cities, districts) and reform pilot areas for prevention and control of myopia for children and adolescents, 10 pilot counties (cities) for prevention and control of myopia for children and adolescents in autonomous regions, 2 reform pilot areas and the first batch of demonstration schools for prevention and control of myopia for children and adolescents in 10 autonomous regions were selected, identified and announced, the work plan was formulated, and a regional promotion meeting was held to carry out typical experience exchange. Urumqi, the experimental area of reform in the autonomous region, has continuously explored the beneficial mode of prevention and control, and the urban myopia rate has dropped from 51.79% in 2020 to 49.33% in 2021.
Information helps to build an intelligent prevention and control platform. Based on the existing platform of "Xinjiang Students’ Physical Health Network", an information system for prevention and control of myopia at the autonomous region level was established, and an electronic file of "one person, one file, files follow others" for children and adolescents was built, with a cumulative filing rate of 100%.
