Ministry of Civil Affairs and other departments: Strengthen the accurate management of two subsidies for the disabled.

On October 28th, the website of the Ministry of Civil Affairs reported that the Ministry of Civil Affairs, the Ministry of Finance and the China Disabled Persons’ Federation issued opinions on strengthening the precise management of two subsidies for the disabled.

First, further strengthen the publicity of subsidy policies. All localities should strengthen the publicity and explanation of the two subsidy policies for the disabled, help the disabled and their guardians to know the policies and apply for subsidies voluntarily, and promote the two subsidies for the disabled to be supplemented. Pay attention to and use the active service function of the national information system of two subsidies for the disabled, and send timely reminder information for the newly incorporated low-income and newly certified disabled people. The policy propaganda and active reminder records should be kept for future reference. For the disabled who are newly included in the subsistence allowance and newly certified, if they take any form of active reminder within 3 months, it is deemed that they have carried out policy propaganda. It is necessary to adhere to the principle of demand-oriented and voluntary application, and carry out publicity through the issuance of policy notices, home visits, telephone calls, etc., but the disabled or guardians have not applied for subsidies, which is regarded as voluntary abandonment and may not be forcibly included in the scope of two subsidies for the disabled. If a disabled person voluntarily gives up and applies for subsidy again, it shall be accepted in a timely manner, and the subsidy funds shall be paid from the month of application and shall not be reissued.

Second, further implement the policy convergence provisions. All localities should strictly implement the policy convergence provisions on the two subsidies for the disabled in documents No.52 [2015] and No.70 [2021] of the People’s Republic of China, and in principle, no unclear policy convergence requirements may be added. The detailed policy convergence requirements of all localities, if inconsistent with the relevant provisions of the State Council, should be corrected in a timely, safe and orderly manner. For the disabled elderly who meet the conditions of nursing subsidies for severely disabled people and for the elderly, they can choose to apply for one of the nursing subsidies. Disabled elderly people who not only meet the conditions of two subsidies for the disabled, but also meet the conditions of old-age service subsidies and old-age allowances can enjoy them superimposed. Disabled children who enjoy the basic living security policy for orphans do not enjoy the living allowance for disabled people with difficulties, but can enjoy the nursing allowance for severely disabled people. The form and use method of nursing allowance for children with disabilities who enjoy the basic living security policy for orphans are determined by the provincial civil affairs department jointly with relevant departments. After the expiration of the period of validity of the disabled card, if the disabled card is re-applied and an application for subsidy is made, the subsidy shall be paid in the month of application, and the subsidy shall be reissued for up to 3 months according to the subsidy standard corresponding to the category and grade of the new disabled card registration. The civil affairs department of the people’s government at the county level, the Disabled Persons’ Federation and the township (street) can issue a letter of commitment to the applicant according to the needs of the work (see annex for the template).Make the applicant or guardian aware of the relevant information that should be actively informed, such as receiving work-related injury insurance living care fees, serving a sentence in prison, changing the level of disability, changing the enjoyment status of subsistence allowances or marginal policies for subsistence allowances, and death.

Third, strengthen data comparison and dynamic review. The civil affairs department of the people’s government at the county level, the Disabled Persons’ Federation and the township (street) should carry out a comparison of subsidy data once a month, and the civil affairs department of the people’s government at the county level is responsible for comparing the changes in economic conditions such as the withdrawal of the disabled from the low-income or low-income marginal families; County Disabled Persons’ Federation is responsible for comparing the changes in the status of disabled persons’ cards such as moving out, expiration, freezing and cancellation; The Civil Affairs Department of the people’s government at the county level and the Disabled Persons’ Federation shall, jointly with the relevant departments, regularly compare with the data of funeral and cremation, health and death population, public security population database and prison sentence, and conduct survival verification through household visits, video viewing, face recognition, etc., and at least once a year conduct a centralized review of the death, death, disappearance, prison sentence and household registration of disabled people. If the above situation occurs during the centralized review and between the two centralized reviews, it shall be stopped in time. The civil affairs departments of provincial and municipal people’s governments and the Disabled Persons’ Federation shall, jointly with relevant departments, regularly carry out data comparison and dynamic review. The Ministry of Civil Affairs and the China Disabled Persons’ Federation have accelerated the establishment of a normalized data sharing mechanism with relevant departments, regularly carried out batch data comparison with the national population bank death data, industrial injury insurance and living care expenses and other related data, and uploaded the comparison results to the national information system of two subsidies for the disabled for download and verification. In the process of data sharing and comparison, relevant departments in all localities should do a good job in data security protection to ensure data security.

Four, strengthen the supervision of subsidy funds. In accordance with the requirements of "national chess game", we will strengthen the use of the national information system for two subsidies for the disabled, give full play to the precise management role of the national system in docking the basic database of the disabled population, reminding the multi-data sources at the ministerial level, preventing cross-provincial repeated subsidies, and work supervision, and promote the provinces with self-built systems to fully use the national system to handle business. The monthly request for instructions for allocating two subsidies for the disabled, the approval form for payment of financial funds, the financial budget disbursement voucher and other relevant funds disbursement materials shall be retained and uploaded to the national information system for two subsidies for the disabled for future reference, so as to promote the consistent online and offline distribution of two subsidies for the disabled. Where paperless management such as "all-in-one card" is realized, you can upload monthly distribution statistics for future reference. The civil affairs department of the people’s government at the county level shall, jointly with the Disabled Persons’ Federation at the county level, strengthen the research on the results of the dynamic review of subsidy data, make a decision on whether the disabled will continue to enjoy subsidies, ensure that the system data is consistent with the actual situation, and implement regulatory responsibilities.

Five, promote the standardized management of subsidy files. All localities should timely file the process materials such as subsidy application review, active discovery, active service, wrong hair recovery, reissue and renewal for future reference. The filing materials for application for audit shall include the application approval form, ID card, household registration book, disabled person’s card, minimum living allowance certificate, bank card copy, policy propaganda and active reminder records and other required certification materials, which can be obtained through system data sharing, and the applicant may not be required to provide paper materials. Provincial civil affairs departments and disabled persons’ federations should regularly organize spot checks on the archival materials of two subsidies for the disabled to ensure the truthfulness, accuracy and completeness of the archival materials. All localities should enhance their awareness of conservation and ecological protection, actively promote the construction of electronic files, formulate measures for the management of electronic files, and promote paperless management. Where electronic files are sound and paperless management is realized, paper materials can no longer be retained.

Sixth, improve the support ability of precision management. All localities should, in accordance with the requirements of the State Council and relevant departments, incorporate the working funds required for the implementation of the two subsidy systems for the disabled into local financial budgets at all levels. It is necessary to strengthen the supervision over the issuance and use of subsidy funds, ensure that subsidy funds are paid in full and on time, and prevent interception, misappropriation and fraudulent use of subsidy funds. It is necessary to make overall consideration of work needs and provide necessary job security conditions for grass-roots workers such as towns (streets). In view of the weak ability of grass-roots handling services, the government can strengthen the capacity building of handling services by purchasing services to ensure that the needs of disabled people are discovered in time and continuously promote the accurate payment of subsidies.

Seven, promote the establishment of fault tolerance and error correction mechanism. All localities should increase the efforts to discover and recover the subsidy funds obtained by the applicant by means of false reporting, concealment and forgery. Establish a fault-tolerant and error-correcting mechanism, encourage reform and innovation according to the actual situation, encourage grassroots cadres to take responsibility, implement the requirements of "three distinctions", and exempt the handling personnel who uphold public interests and perform their duties but make mistakes and deviations due to objective reasons and can correct them in time according to the law.

If the relevant provisions of the previously issued documents of the Ministry of Civil Affairs are inconsistent with this notice, this notice shall prevail. The Notice of China Disabled Persons’ Federation of the Ministry of Civil Affairs on Implementing the Policy Linkage of the Two Subsidies for the Disabled (Minfa [2016] No.99) shall be abolished at the same time.
