In 2021, led by the Central Network Information Office, Publicity Department of the Communist Party of China and other 16 departments organized the national blockchain pilot work, striving to create a number of successful cases that can be popularized and replicated.
On the morning of November 25, during the ninth edition of the Expo, the Technology Empowerment Copyright Protection Sustainable Development Forum and the "Blockchain+Copyright" innovative application pilot seminar were held. Expert leaders from various fields jointly analyzed the application and evolution progress of blockchain and other technologies in the copyright field, summarized the work progress in the national "blockchain+copyright" characteristic field, and planned the next stage of work.

Li Ming, an associate researcher at the Hong Kong Polytechnic University, said that from an analytical point of view, blockchain supports industrialization by providing information technology services, while Metauniverse builds a new immersive scene to stimulate information consumption, just like infrastructure. In the new generation of information technology, big data is used for collection and processing, artificial intelligence is used for content, 5G is used for transmission, and cloud computing is used for data ecology and resource scheduling. Blockchain provides a tamper-proof mechanism to build a technical architecture system of digital technology."
Li Ming also said that the product copyright in digital space may be completely different from the current copyright, and how to judge three-dimensional works is a problem. "Of course, its copyright mechanism can also continue the traditional copyright management method, but I believe that the copyright management method in pure digital space will definitely have more efficient means to complete the whole process of management."
What are the results of the pilot application of "blockchain+copyright"?
At this conference, 12 copyright pilot units successively reported the current progress, including the industry’s trend analysis of the development of digital technology and copyright industry and the problems encountered in the pilot process, as well as the latest progress in the application field of blockchain and an overview of technical capabilities.
The e-commerce platform of digital collections is an important application scenario of blockchain plus copyright. Although the work fields of each copyright pilot are different, the underlying logic is the same. Zhang Jiandong, director of the Science and Technology Development Department of China Copyright Protection Center, said, "As long as the bottom chain is opened, all chains can form a cross-domain consensus system."
He said, "At present, Huawei Cloud, Alibaba Cloud, Ant, etc. have jointly built a cloud computing infrastructure integrating various algorithmic capabilities-copyright intelligent brain. This is an AI model trained with data, which is not only accurate, but also up to standard. You can think of it as a super-large unmanned copyright supermarket, and the right status of each copyright and the ownership relationship of people are clearly marked. "
The purpose of building a copyright intelligent brain is to realize the intelligent and free allocation of copyright resources in digital space. At the same time, it provides an open and cooperative co-construction ecology, and can reach a development consensus with all chains.

He said that after two years of hard work, various pilot units have formed a series of good typical cases and experiences.

On the other hand, some problems encountered in the pilot process are of great reference significance for the full application of copyright protection in blockchain technology in the next step. Zhaojie said that 12 pilot units will be inspected in the future. Material evaluation, field evaluation and project defense will be arranged, and the evaluation of technology application will be carried out as appropriate.
In addition to summing up experience, a red line has been defined. Zhaojie said, "If it is found that the project has’ speculative mining’ and pan-financial activities based on blockchain technology, it will be rejected by one vote … It is strictly forbidden for all project pilot units to do another flop during the whole acceptance process and after the acceptance."
He said that in the future, he will continue to strengthen coordination and linkage with relevant departments of the Central Network Information Office, promote standard guidance, do a good job in the transformation of results, and choose appropriate mechanisms and models to establish new technology departments and protect the overall assessment effectiveness mechanism.
