The reform of global internet governance system has entered a critical period, and the top leader gave a congratulatory letter to China.
CCTV News:Millennium water town, wisdom Wuzhen. The 4th world internet conference Wuzhen Summit officially kicked off. As an important international conference hosted by China after the conclusion of the 19th National Congress of the Communist Party of China, this Wuzhen Summit has attracted the attention of all parties, and everyone is particularly looking forward to hearing China’s voice and China’s plan in the world Internet field.
China’s plan has increasingly become a broad consensus of the international community.
"At present, a new round of technological and industrial revolution represented by information technology is sprouting, which has injected strong impetus into economic and social development. At the same time, the development of the Internet has also brought many new challenges to the sovereignty, security and development interests of all countries in the world. The reform of the global Internet governance system has entered a critical period, and building a community of cyberspace destiny has increasingly become a broad consensus of the international community. " On December 3, 2017, the Supreme Leader sent a congratulatory letter to the Fourth world internet conference. He proposed that "I hope to work with the international community to respect network sovereignty and carry forward the spirit of partnership. Everyone’s affairs should be discussed and handled, so that development can be promoted together, security can be maintained together, governance can participate together, and results can be shared together."
The congratulatory letter from the Chairman of the Supreme Leader fully embodies a profound insight into the global Internet development trend, an accurate grasp of the laws governing the development of cyberspace, and a sincere desire for China to join hands with other countries in developing the Internet and digital economy.
World internet conference has been successfully held for four times. Every year, the Chairman of the Supreme Leader congratulates the convening of the conference in various ways. Among them, the word "community of destiny" has been consistently emphasized by the chairman of the supreme leader for four consecutive years. So what is the profound meaning? How to build it?
A year ago, the Supreme Leader said in a video speech at the Third world internet conference: "The development of the Internet is borderless and borderless. To make good use of, develop and manage the Internet, we must deepen international cooperation in cyberspace and work together to build a community of cyberspace destiny."

On December 16th, 2015, the second world internet conference opened in Wuzhen, Zhejiang Province. The Supreme Leader of president attended the opening ceremony and delivered a keynote speech.
So, how to build a "community of destiny in cyberspace"? As early as 2015, when the Supreme Leader delivered an important speech from the podium in Wuzhen, he clearly pointed out that we should adhere to the "Four Principles" and put forward the "five-point proposal". He proposed to promote the reform of the global Internet governance system and establish a multilateral, democratic and transparent global Internet governance system, and advocated that countries should strengthen communication, expand consensus, deepen cooperation, and jointly build a community of cyberspace destiny. This keynote speech was once called China’s plan for world Internet governance at home and abroad.

On July 16th, 2014, the Supreme Leader of president delivered a speech on "Promoting Traditional Friendship and Sharing Spectrum Cooperation" in the Brazilian Congress.
Since the 18th National Congress of the Communist Party of China, the Chairman of the Supreme Leader has put forward China’s plan and China’s voice on many international occasions. During his visit to Brazil on July 16th, 2014, the Chairman of the Supreme Leader pointed out in his speech to the Brazilian Congress: "Although the Internet has the characteristics of high globalization, the sovereign rights and interests of every country in the information field should not be infringed, and the further development of Internet technology cannot infringe the information sovereignty of other countries, and there is no double standard in the information field." He stressed: "The international community should build a peaceful, secure, open and cooperative cyberspace and establish a multilateral, democratic and transparent international Internet governance system through active and effective international cooperation based on the principle of mutual respect and mutual trust."
Then, on the occasion of the opening of the first world internet conference in 2014, the Chairman of the Supreme Leader put forward in his congratulatory message that "the Internet has truly turned the world into a global village and made the international community more and more a community of destiny with you and me. At the same time, the development of the Internet poses new challenges to national sovereignty, security and development interests, and it is urgent for the international community to seriously respond, seek common governance and achieve a win-win situation. "
As General Secretary of the Supreme Leader emphasized in the report of the 19th National Congress: "Adhere to the path of peaceful development and promote the building of a community of human destiny", this is the Communist Party of China (CPC)’s China plan for world development and global governance.
China leads the rapid development of digital economy and benefits the world.
Undoubtedly, the Internet is the most dynamic field, and its rapid development has brought profound changes to human production and life. "High-speed rail, e-commerce, mobile payment, and sharing economy" were rated as "four new inventions" in China by young people from 20 countries along the Belt and Road Initiative, among which the last three are the best in digital economy.
In the past decade, China has become a global digital economy leader in many fields. Take e-commerce as an example. Ten years ago, the transaction volume of e-commerce in China was less than 1% of the global total, and now it accounts for over 40%. It is estimated that it has surpassed the sum of Britain, the United States, Japan, France and Germany, and digital payment is also growing rapidly. In 2016, China’s mobile payment transactions related to personal consumption reached 790 billion US dollars, equivalent to 11 times that of the United States. One third of the 262 unicorn companies in the world are China companies, accounting for 43% of their total valuation.

Bike-sharing companies ofo and mobike have now entered Singapore, Britain and the United States. Meitu Xiu Xiu is widely favored by young users, and has set up branches in Brazil, India, the United States, Britain and other places. While mobile payments such as Alipay and WeChat are popular in China, they have also set off a wave of mobile payments abroad.
Developing the economy is the task and mission of all countries in the world. Especially during the economic recovery, it is everyone’s common expectation to seize the development opportunity of the Internet through the digital economy.
"The development of digital economy in China will enter the fast lane." In his congratulatory letter to the 4th world internet conference, the Supreme Leader said: "China hopes that through its own efforts, all countries in the world can jointly take the express train of the Internet and the development of digital economy. The door to China’s opening to the outside world will not be closed, but will only grow bigger and bigger. "
At the G20 Hangzhou Summit last year, China, as the president, listed the digital economy as an important topic for the first time, and presided over the drafting of the G20 Digital Economy Development and Cooperation Initiative. In July this year, at the Hamburg Summit in Germany, in his speech on the world economic situation, the Supreme Leader once again proposed that "we should strengthen cooperation in the fields of digital economy and new industrial revolution and jointly create new technologies, new industries, new models and new products. This impetus also comes from better solving development problems and implementing the 2030 Agenda for Sustainable Development. This is beneficial to developing countries and will also bring market and investment opportunities to developed countries. Everyone is a winner. "
In order to expand cooperation in the field of digital economy, on December 3, 2017, representatives from China, Egypt, Laos, Saudi Arabia, Serbia, Thailand, Turkey, United Arab Emirates and other countries jointly launched the Belt and Road Initiative for International Cooperation in Digital Economy. Committed to realizing the interconnected "Digital Silk Road" and creating a "community of interests" of mutual benefit and a "community of destiny" of common development and prosperity.
The development of the Internet is borderless and borderless. To make good use of, develop and manage the Internet, we must deepen international cooperation in cyberspace and work together to build a community of cyberspace destiny. (Text/Tian Hong)
