Because the "dark net" has the characteristics of anonymity, it is easy to breed all kinds of illegal crimes with the network as a linking tool, and some young people are deeply involved. It is noteworthy that with the increasing number of people visiting the "dark net" in China, the group of young people is expanding, and even minors are involved. In recent years, criminals use the "dark net" to commit crimes increasingly. The public security organs continue to study the illegal crimes related to the "dark net", strengthen the crackdown on the "dark net" crimes, and urge the relevant units to strengthen the network security protection work and block the security risks from the source.

The scientific name of LSD is ergot diacetamide, which is a strong semi-artificial hallucinogen. Although all the publicity I came into contact with said that drugs were harmful to people, in these books, He Shi saw the magical effect of "creating technological upgrading". "This subverts my perception of drugs."
He Shi wants to start with LSD first. In 2018, he contacted a Polish through the "dark net" and paid in bitcoin to buy more than 200 drug "stamps" with a unit price of LSD as the main component in 30 yuan.
"The color is disordered and the time and space are reversed. It seems that I have experienced several lives and spent three lives." He Shi described the feeling of smoking "stamps" when interviewed by China Youth Daily and China Youth Network. He thought that this hallucinogenic drug was not addictive and harmless.
He Shi realized that "stamps" have a big market in China. Not long after, he quit his original job in real estate sales, and contacted overseas sellers on the dark internet to buy "stamps", and contacted domestic buyers through WeChat and the Internet to sell the "stamps" received at the price of RMB from 160 yuan to 200 yuan.
The "dark net" has become a hotbed of crime.
The reporter of China Youth Daily and China Youth Network entered the keyword "dark net" in China Judgment Document Network, and found 21 cases. Among them, there are 8 cases of smuggling, trafficking, transporting and manufacturing drugs, and 7 cases of infringing citizens’ personal information, 3 cases of illegal possession of articles promoting terrorism and extremism, and 1 case of other three types of crimes, namely kidnapping, destroying computer information systems, and making, copying, publishing, selling and disseminating obscene articles for profit.
In September 2018, the People’s Court of Anyuan District, Pingxiang City, Jiangxi Province publicly pronounced the first case of infringement of citizens’ personal information in Pingxiang. The defendant purchased citizens’ credit card information through the "dark net", then bound the mobile phone payment and stole the credit card to obtain illegal benefits. The court sentenced two defendants to fixed-term imprisonment and fined hundreds of thousands of yuan for the crime of infringing citizens’ personal information.
In June this year, the People’s Court of Luoping County, Yunnan Province also announced a case of using the "dark net" to infringe citizens’ personal information. The defendant posted on overseas websites, indicating the service items and prices of citizens’ personal information such as personal household registration, family household registration, house opening records, and living together records, and traded in bitcoin in the "dark net" market. From April to November 2018, more than 1,000 pieces of personal information of many people were illegally obtained and sold, with a profit of 1.33315 bitcoin, and 1.30948 bitcoin was converted into RMB 41,397.35.
The verdict shows that after the defendant claimed that he was deceived in finding a job, he came up with the idea of "making money by providing personal information online". Most of the information he sells is sent to the other party through Chinese forum network and dark goods trading market, and some of it is sent to the other party through social software. The information mainly includes personnel tracks, room opening records, mobile phone account opening information, etc. Among them, the highest price is mobile phone positioning information, and the lowest is household registration information.
In addition, obscene and violent videos in dark networks are also common. A case decided by the People’s Court of Pingyi County, Shandong Province shows that the defendant learned, downloaded and exchanged obscene and violent video files through the "dark net" and spread them to three people for profit.
According to a network technology practitioner, due to the anonymity of access, the encryption of information and the concealment of servers, the "dark network" soon became a new channel for criminals to engage in illegal and criminal activities after 2004. In addition to illegal trade in prohibited goods, illegal information such as pornography, kidnapping, assassination and terrorism is also extremely rich, and it has even become an important platform for terrorist organizations.
The "dark net" is not illegal.
According to public information, on April 30 this year, the largest "dark net" market "dream market" was closed. On the same day, law enforcement agencies from Europe, Canada and the United States launched operations and announced that international law enforcement agencies had arrested 61 people, closed 50 dark online accounts for illegal activities, and executed 65 search warrants, seizing 2,995 kilograms of drugs, 51 guns and more than 62 million euros.
According to public information, since the beginning of this year, public security organs across the country have filed 16 cases related to "hidden networks" and arrested 25 suspects involved in illegal and criminal activities involving "hidden networks", of which two have been sentenced to fixed-term imprisonment and 23 have been detained in criminal detention.
With the increasing number of people visiting the "dark net" in China, the group of young people is also expanding. "Dark network" has become a new field of cyberspace governance in China, and the crime of "dark network" has also brought new challenges to cyberspace governance.
Jin Ming, deputy squadron leader of the Seventh Squadron of the Criminal Police Brigade of the Public Security Bureau of Hai ‘an City, Jiangsu Province, said that there are many difficulties in cracking down on the crime of dark network in terms of system and technology, so the effectiveness of the crackdown in various countries is also uneven. Due to the cooperation between network and logistics, drug-related crimes have become more professional, and drug traffickers are at a low age and tend to be professional. The borderless network inevitably requires countries to strengthen international cooperation in law, system and technology, seize key links, bring criminals to justice, and prevent the "dark network" from becoming an extra-legal place.
Dr Ni Jun, from the Institute of Cyberspace Strategy of Fudan University, wrote that China should further study and carry out governance measures that are in line with China’s national conditions on the basis of learning from the experience and practices of foreign "dark network" governance. Relevant government departments should organize domestic key cyber security research institutes to carry out research on special projects, so as to have the "dark network" management and control technical ability to meet the needs of cyberspace governance in China as soon as possible.
Lawyer Fan Guomin of Jiangsu Nuofa Law Firm pointed out that it is difficult to obtain evidence for "dark net" crimes, which makes it more difficult for law enforcement agencies to crack down on crimes. It is suggested to improve the ability of obtaining evidence through various technical means. In addition, the state should establish cooperation with some enterprises involved in network security, jointly develop technologies and tools, and let some professional technicians participate in specific actions to control "dark networks".
He also suggested that it is necessary to strengthen the implementation of relevant laws and regulations, eliminate the black and gray industrial chain of making and selling fake ID cards, black phone cards, fake IDs, etc., and the public security and network information departments jointly launched a special "dark network" crackdown to increase the monitoring and crackdown on "dark networks" and the use of "dark networks" to commit crimes.
