Cross-year policy convergence of automobile scrapping and updating
According to the relevant policies, individual consumers who only partially obtained the Certificate of Recycling Scrapped Motor Vehicles, the Certificate of Cancellation of Motor Vehicles, the Uniform Invoice for Motor Vehicle Sales and the Certificate of Motor Vehicle Registration from July 25, 2024 to December 31, 2024, and all obtained the above four certificates before February 28, 2025, will be included in the support scope of the subsidy policy for automobile scrapping and renewal in 2025, and will be included in the number of times they enjoyed subsidies in 2025. The old car scrapped by the applicant and the new car purchased should meet the relevant requirements.
Matters needing attention in application
1. Used cars: The qualified vehicles scrapped by the applicant shall be registered in the applicant’s name before July 25, 2024 (including that day), and the used cars shall meet the requirements of the 2024 policy for scrapped vehicles.
2. Processing time of certification materials (including certificate of recycling scrapped motor vehicles, certificate of cancellation of motor vehicles, unified invoice for motor vehicle sales, and motor vehicle registration certificate): All of them must be obtained before February 28, 2025.
3. Subsidy standard: It is consistent with the subsidy standard for automobile scrapping and renewal in 2025, that is, the subsidy for purchasing new energy vehicles is 20,000 yuan, and the subsidy for purchasing fuel vehicles with a displacement of 2.0 liters or less is 15,000 yuan.
4. Entry for declaration: Applicants who meet the cross-year policy convergence conditions for automobile scrapping renewal can log on to the website of the National Automobile Circulation Information Management System or the 2025 automobile scrapping renewal entry of the "Automobile Trade-in" WeChat applet.
5. Applicants who scrap new energy vehicles that meet the requirements can only apply for subsidies by purchasing new energy vehicles that meet the requirements.
6. When applying for subsidies, the applicant should provide a first-class bank account, but not a credit card account or a second-class bank account.
7. During the subsidy application review, the new car purchased by the applicant shall be registered in the applicant’s name.

Inter-annual policy convergence of automobile replacement and renewal
For individual consumers who only partially obtained the Uniform Invoice for Used Car Sales, the Motor Vehicle Registration Certificate for used cars, the Uniform Invoice for Motor Vehicle Sales for new cars and the Motor Vehicle Registration Certificate for new cars during the period from July 24, 2024 to December 31, 2024, and all the above materials were obtained before February 28, 2025, they can be included in the support scope of the automobile replacement and renewal policy in 2025 and included in the current year of 2025.
Matters needing attention in application
1. Used car: It shall be registered in the name of the individual consumer before August 22, 2024 (including that day).
2. The new car must meet the requirements of the replacement and renewal policy in 2024.
3. Processing time of certification materials (including second-hand car transaction invoice, old car transfer registration, new car invoice and new car registration): All of them must be obtained before February 28, 2025.
4. When applying for subsidies, the applicant should provide a first-class bank account, but not a credit card account or a second-class bank account.
5. During the subsidy application review, the new car purchased by the applicant shall be registered in the applicant’s name.
6. Special note: The application entrance for replacement subsidy for vehicles in the transitional period has not been opened yet. Eligible consumers should keep in touch with the new car sales enterprises and declare as required after the application entrance is opened.
