According to the general office of the Ministry of Education, "On doing a good job"2022Notice on Enrollment of Undergraduate Examination in Ordinary Colleges and Universities in (Teaching Hall [2021〕eight) and other related documents, in order to do a good job in our province.2022This implementation plan is specially formulated for the enrollment work of the college entrance examination in ordinary colleges and universities in.

First, enrollment colleges and universities

2022In 2000, the undergraduate colleges and universities that enrolled students in the college entrance examination were provincial-level undergraduate colleges (except Hunan Normal University, Xiangtan University and Hunan Software Vocational and Technical University) and independent colleges (see Annex 1 for the list of enrollment colleges and universities). Independent colleges are managed and supervised by their parent universities.

Second, the enrollment plan

According to the plan issued by the Ministry of Education, the Provincial Department of Education, combined with the needs of economic and social development in our province and the situation of running schools and students, made overall arrangements for the enrollment plan for the college entrance examination in 2022. Admissions colleges and universities should comprehensively consider factors such as school orientation, teaching quality and school conditions, adhere to employment orientation, rationally arrange enrollment majors and scales, and focus on the enrollment of majors urgently needed for industrial upgrading and improving people’s livelihood. The specific enrollment majors and enrollment plans of each school will be announced separately. Undergraduate enrollment plans are divided into the following types.

(1) General plan.That is, the plan for the enrollment of fresh graduates of ordinary full-time higher vocational colleges (colleges) in 2022.

(two) out of poverty families (the original file card poor families, the same below) graduate program.During the transition period of consolidating and expanding the achievements of poverty alleviation, all undergraduate colleges and universities have separate appropriate enrollment plans, which are specially used to recruit higher vocational (junior college) graduates from poverty-stricken families.

(3) exemption plan.It is divided into ex-college students’ soldiers and competition-winning students’ exemption enrollment plans, and candidates who meet the registration requirements choose a class of exemption enrollment plans.

1.Enrollment plan for retired college students and soldiers without examination. Starting from enrollment in 2022, college soldiers who are enlisted and retired by full-time college graduates in our province, and college students (including college freshmen) who have completed their studies in higher vocational colleges after enlisting and retiring, can apply for retired college students to enroll students without examination. The Provincial Department of Education, according to the registration of eligible retired college soldiers in that year, reasonably arranged the enrollment schools, enrollment majors and enrollment plans for retired college soldiers. For specific measures, please refer to the Implementation Measures for Enrollment of Retired College Students in Hunan Province in 2022 (see Annex 2).

2.Admission plan for students who won the competition without examination. The scope of test-free students who won the competition includes two types of fresh graduates who won awards during their study in higher vocational colleges (as of March 1, 2022): the first category is fresh graduates who won the first, second and third prizes in the World Skills Competition, the China Skills Competition and the National Vocational College Skills Competition, and the first prize in the provincial vocational college skills competition and the Hunan Vocational Skills Competition; The second category is the fresh graduates who won the gold and silver awards in the China International "internet plus" College Students Innovation and Entrepreneurship Competition. All undergraduate enrollment colleges and universities arrange appropriate enrollment plans to enroll the winners of the above two types of competitions without trial.

Among the first type of candidates, students who won the prizes in the specified events of the vocational skills competition can choose to apply for the "Huxiang Artisans’ prairie fire plan". Since 2022, five undergraduate colleges, including Hunan Agricultural University, have been selected by the Provincial Department of Education as the training bases for the "Huxiang Artisans’ Firefighting Plan", and appropriate enrollment plans have been arranged for related majors serving the "three highs and four innovations" strategy, and the training classes for the "Huxiang Artisans’ Firefighting Plan" have been set up separately to recruit award-winning students in the specified events of the vocational skills competition. For specific measures, please refer to the Implementation Measures for Enrollment of Hunan Province’s 2022 "Huxiang Craftsman Start a prairie fire Plan" (see Annex 3).

Third, the enrollment target

According to the relevant regulations on the management of students’ status in colleges and universities and referring to the relevant requirements for the registration of college entrance examinations, candidates who meet the following conditions (including exemption students) can sign up for the entrance examination for colleges and universities in our province:

(1)Abide by discipline and law, and meet relevant requirements in physical condition.

(2)Fresh graduates who have studied in full-time higher vocational colleges in our province and can obtain graduation certificates before June 30, 2022, and have registered their academic certificates electronically in China Higher Education Student Information Network (hereinafter referred to as Xuexin Network); Or full-time higher vocational (specialist) graduates and students (including college freshmen) in ordinary colleges and universities in our province are enlisted in the army and retired college students and soldiers who have completed their studies in higher vocational (specialist) after retirement.

The following persons are not allowed to register:

(1)Having been given a demerit or above disciplinary punishment at school and during enlistment, and having not been relieved of the punishment before registration.

(2) A person who has been taken compulsory measures by the relevant department or is serving a sentence for violating the criminal law; Due to violation of the provisions of the national education examination, he was suspended from taking the college entrance examination and is still in the suspension period.

Fourth, the enrollment major

The Provincial Department of Education will formulate and publish the "Guidance Catalogue for Colleges and Universities in Hunan Province in 2022" (hereinafter referred to as the "Guidance Catalogue", which will be published separately), and define the majors (categories) of higher vocational colleges (specialties) corresponding to the majors (categories) of ordinary undergraduate colleges, so that candidates who have been promoted to colleges and universities can choose their own volunteers. In principle, candidates must be in accordance with the provisions of the "Guidance Catalogue" and choose the corresponding undergraduate majors according to the majors they have studied in higher vocational colleges (specialties). Among them, those who apply for medical related majors, according to the requirements of the relevant documents of the Ministry of Education and National Health Commission, the name of this specialty must be strictly corresponding (except for the specialty of orthopedics of traditional Chinese medicine, which can correspond to the undergraduate specialty of traditional Chinese medicine).

According to the provisions of relevant national documents, colleges and universities for enrollment must make restrictive conditions for majors that can’t take part in the industry qualification examination due to the lack of years of study in colleges and universities, and make a clear explanation in the submission plan and enrollment regulations of colleges and universities.

V. Enrollment Charter

In accordance with the unified requirements of the whole province, all undergraduate colleges and universities standardize and formulate the enrollment regulations for ordinary colleges and universities in 2022. The contents of the enrollment charter should mainly include: the full name of the school, school location, school level, school type, enrollment major, enrollment plan and related explanations, requirements for students’ physical health, examination methods, assessment standards for different types of candidates by different majors (including examination subjects), admission rules, charging standards, name of the school that issues academic certificates, types of certificates, contact information, etc. For retired college student soldiers and competition winners, the exemption enrollment methods (including vocational skills or adaptability testing methods) and the implementation methods of the "Huxiang Craftsman’s Plan to Start a prairie fire" (including the corresponding table of related events in the major and skill competition of enrollment colleges and universities) shall be announced in the enrollment charter.

After the enrollment regulations are determined by the school party Committee, they will be published on the homepage of the school’s official website and reported to the Provincial Education Examinations Institute for the record. The legal representative of the school is responsible for the authenticity of the school’s enrollment regulations and related publicity materials.

VI. Registration and volunteering

(a) the forecast name of the students who are exempt from the test.Eligible retired college student soldiers and competition winners (including those who apply for the "Huxiang Craftsman’s Plan to Start a prairie fire") must log in to the "Information Management Platform for Undergraduate Colleges and Universities in Hunan Province" (hereinafter referred to as the Information Platform for Undergraduate Colleges and Universities) from February 15 to February 21 to make a name prediction, fill in personal information truthfully as required, upload photos and ID cards, graduation certificates, award certificates, retirement certificates, and certificates of third-class merit.

(2) fill in the volunteers.The time to fill in the college entrance examination volunteers is scheduled from March 10th to March 15th. All candidates will log in to the information platform of the college entrance examination and fill in their volunteers within the specified time. Candidates can check the volunteering situation of colleges and universities in the first 4 days of volunteering, and can’t check it afterwards. Candidates fill in the information truthfully according to the requirements, and choose one of the retired college students’ soldiers, competition winners, "Huxiang craftsman prairie fire plan" and ordinary plan (including poverty-stricken family graduates plan) to apply for the exam. Among them, candidates who have not participated in the forecast of exemption students cannot fill in the exemption plan.

Candidates fill in a corresponding undergraduate major in an undergraduate university in accordance with the relevant provisions of the Guidance Catalogue. Among them, candidates who apply for exemption from the competition must fill in the majors corresponding to the winning events, and those who fill in other majors must participate in the examinations and admissions organized by the school as ordinary candidates and do not enjoy the exemption policy. Students who are exempt from the test shall fill in their volunteers in accordance with the relevant measures for exemption in Annexes 2 and 3 respectively.

(3) Voluntary confirmation.After volunteering to fill in the form, candidates attending colleges (i.e., universities with students) will log on to the information platform of the upgraded undergraduate course in time, and conduct real-time audit on the candidates’ qualifications for applying for the exam and the information and photos they have filled in according to the specified enrollment targets and application conditions. Within 5 days after the completion of volunteering, colleges and universities shall submit it for confirmation.

VII. Qualification examination

Strengthen the qualification examination of candidates, especially those who enjoy preferential policies, and run the qualification examination through the whole process of admission to the college entrance examination. After passing the qualification examination of students who are exempt from the test and graduates from poverty-stricken families, they will be publicized for 7 days.

(1) Examination-free student qualification examination.In the process of predicting the names of students who are exempt from the test, the relevant universities and provincial employment guidance centers will log in to the information platform of the upgraded undergraduate course in time to verify the information of the candidates whose names are predicted and conduct preliminary qualification examination. Among them, colleges and universities are responsible for the students who won the competition in their own schools and the retired college students who enlisted in the army during their school days (including college freshmen), and the provincial employment guidance center is responsible for the retired college students who enlisted in the army after graduation from higher vocational colleges (specialties). Within 3 working days after the deadline of the forecast name, universities and provincial employment guidance centers will respectively summarize the list of students who are exempt from the test and the recommended examination form for enrollment exemption in the 2022 college entrance examination in Hunan Province (see Annex 4) and other related materials and report them to the Student Office of the Provincial Department of Education.

(2) Qualification examination of graduates from poverty-stricken families.Candidates who are registered in the college entrance examination in the province will submit the summary list (stamped with the official seal of the school) to the Ethnic Education Department of the Provincial Department of Education for review and confirmation after the preliminary examination by the source university; Candidates from outside the province are subject to the confirmation list of colleges and universities, and all colleges and universities must check the original identity certificate issued by the county-level rural revitalization department to ensure authenticity.

(3) Examination of candidates’ pre-vocational (junior college) education.According to the information of Xuexin. com, the Provincial Department of Education will review the list of candidates to be admitted to colleges and universities, and those who do not meet the admission conditions will be disqualified.

(four) seriously deal with fraud.Candidates who intentionally upload false information to defraud preferential admission qualifications, once they are found to be disqualified from the college entrance examination, those who have been admitted will be disqualified, and candidates who practice fraud and related violations will be dealt with accordingly.

Eight, the exam

2022The enrollment of the 2008 college entrance examination will continue to be put forward and organized by the undergraduate colleges and universities. The Provincial Education Examinations Institute formulates propositions and group examination work rules in accordance with the relevant provisions of the college entrance examination, guides and urges all undergraduate colleges and universities to implement unified regulations, and strengthens standardized management of examination affairs.

(1) Examination subjects.According to the training requirements of different professionals, undergraduate colleges and universities should establish and improve the evaluation method of "cultural quality+vocational skills" and scientifically formulate the examination methods for upgrading from junior college to undergraduate college. The specific examination subjects of the college entrance examination shall be determined by the school itself, and the subjects of each major shall not be less than 3, of which 1 shall be taken in each specialized course and basic professional course.

(2) Examination time.The examination time of the province’s 2022 college entrance examination is scheduled from April 20th to April 30th. The specific examination time is determined by each undergraduate college and reported to the Provincial Education Examinations Institute for the record.

(3) the examination place.Under the guidance of the Provincial Education Examinations Institute, all undergraduate colleges and universities will arrange the college entrance examination in standardized test sites.

(4) Record entry.After the examination, all undergraduate colleges and universities will enter their scores into the information platform of the undergraduate course before May 5.

Nine, admission

All undergraduate colleges and universities organize admission according to the principles of "openness, fairness and justice" and the management mechanism of "the school is responsible for the recruitment and supervision".

(1) Admission of test-free students.The admission of students who are exempt from the test is carried out in advance and must be completed before April 15. Retired college student soldiers, competition winners and candidates applying for the "Huxiang Artisans’ Plan to Start a prairie fire" are admitted in accordance with the relevant provisions in Annexes 2 and 3 respectively. Candidates who have not been admitted without a test can take part in the examination and admission organized by the undergraduate colleges and universities that fill in their volunteers for the first time.

(2) Admission of ordinary candidates.The admission of general candidates will be arranged around May 15th. According to the enrollment plan issued by each undergraduate college, students are selected according to their scores from high to low. When the actual reference number of a major is less than or equal to the planned number, the admission rate of ordinary candidates in this major is reasonably determined with reference to the average admission rate of other majors in our school.

(3) Admission of graduates from poverty-stricken families.Appropriately improve the admission rate of graduates from poverty-stricken families, in principle, not higher than the regular admission rate of this major by 10 percentage points. At the time of specific admission, graduates from poverty-stricken families and ordinary candidates are enrolled in a unified order from high scores to low scores. After the admission is completed, if the admission rate of graduates from poverty-stricken families in this major does not reach the proportion (the regular admission rate is increased by 10 percentage points, and the actual reference number of graduates from poverty-stricken families in this major is calculated as the base), it is planned to enroll graduates from poverty-stricken families through additional and separate parts.

(4) Additional plans.In the process of admission, candidates with the same score, graduates from poverty-stricken families and lack of admission plans for students without exams can be added to some plans. The relevant schools can apply to the Provincial Education Examinations Institute, and issue an additional plan after being reported to the Provincial Department of Education for overall research. If the test scores of graduates from poverty-stricken families are admitted within the scope of the announced plan, no additional plan is needed, but it is included in the calculation base of the admission ratio of this major in the school.

(5) publicity.After the admission, undergraduate colleges and universities will promptly report the admission data (including candidates’ scores, the proposed admission list, photos, information on students exempted from taking the test, and graduates from poverty-stricken families, etc.) to the Provincial Education Examinations Institute for review. After the review is correct, all undergraduate colleges and universities will publicize the proposed admission list in the school official website on June 5 (not less than 7 days). After the publicity has no objection, the proposed admission list will be stamped with the official seal of the school and submitted to the Provincial Education Examinations Institute for the record.

(6) Examination of graduation qualifications.sevenReview and confirm the qualifications of the candidates to be admitted before May 5th. Those who fail to meet the graduation requirements will be disqualified. The Provincial Education Examinations Institute will submit the proposed admission list submitted by undergraduate colleges to the student status management department of the Provincial Department of Education for graduation qualification review. After comparing and verifying the admission list with the student status information on Xuexin.com, the Provincial Education Examinations Institute will go through the final admission procedures according to the verification results, and the undergraduate colleges will issue admission notices to the students who have passed the verification.

Ten, school management

In strict accordance with the relevant provisions of the Ministry of Education, the students’ enrollment management should be carried out, and undergraduate colleges and higher vocational colleges should strengthen their work connection and jointly do a good job in the management of students’ enrollment and academic qualifications.

(1) Graduated from a higher vocational college.All higher vocational (junior college) colleges and universities should sort out the personal files of students who have been upgraded to undergraduate colleges and universities in time, issue junior college diplomas to students who meet the graduation requirements according to relevant regulations, and register their junior college diplomas electronically on Xuexin.com..

(2) Management of undergraduate student status and academic qualifications.Undergraduate colleges and universities will complete the registration and registration of college students before September 30. After entering the school, students should strengthen the work of re-examination of admission qualifications and freshmen’s admission qualifications, and strictly review the electronic registration information of college degrees to ensure that the registration information of undergraduate students is consistent with that of college degrees.

(3) Studying at school and graduating.College-upgraded students enter the third year of ordinary undergraduate study after entering school, and study at school for two years (the undergraduate course system is five years of professional study for three years). They are not allowed to change majors and transfer schools, and they are not allowed to take the form of ordinary full-time study. Among them, the "Huxiang Craftsman Start a prairie fire Plan" implements a separate curriculum system, a separate training program, and independent classes. Students who have completed the contents specified in the undergraduate teaching plan and meet the graduation requirements will be awarded the undergraduate diploma in accordance with the relevant provisions of the Ministry of Education. The graduation certificate is marked as "undergraduate study at the starting point of XX professional college in our school", and the study time is filled in according to the actual time of entering the undergraduate study and issuing the graduation certificate.

XI. Job Requirements

Enrollment of college entrance examination is a realistic need to ensure equal opportunities and maintain educational fairness, and it is a concrete measure to promote college students’ employment and run a satisfactory education for the people. All colleges and universities should earnestly enhance their overall awareness, strictly implement the work arrangements of the Ministry of Education and the Provincial Department of Education, and ensure the high-quality completion of all tasks of the 2022 college entrance examination.

(a) the implementation of the main responsibility.Under the leadership of the Provincial Department of Education and the specific guidance of the Provincial Education Examinations Institute, undergraduate colleges and higher vocational colleges are responsible for organizing and implementing the enrollment work of the college entrance examination. The principal responsible persons of colleges and universities bear the leadership responsibility for the safety of the entrance examination, and are the first responsible persons. The principal responsible persons of the leaders in charge of the school and the departments responsible for qualification examination and entrance examination are the direct responsible persons, and take full responsibility for the relevant work of the school. Colleges and universities should set up a leading group for the work of upgrading from college to undergraduate with the head of the school (college), strengthen the overall planning at the school level, refine the work plan, clarify the division of responsibilities, and implement the responsibilities at all levels to ensure the smooth progress of the work of upgrading from college to undergraduate.

(2) Strict enrollment discipline.Colleges and universities should strictly implement the examination, enrollment policy and enrollment plan management requirements, and strictly abide by relevant work disciplines. For the violations of discipline and discipline in the enrollment of college entrance examination, refer to the Measures for Handling Violations in National Education Examination (Order No.33 of the Ministry of Education) and the Interim Measures for Handling Violations in Enrollment of Ordinary Colleges and Universities (Order No.36 of the Ministry of Education). Those involving students shall be handled in accordance with the Regulations on the Administration of Students in Ordinary Colleges and Universities (Order No.41 of the Ministry of Education). Those suspected of violating the law and committing crimes shall promptly report to the public security organs and be dealt with according to the law.

(3) Improve the recruitment system.The Provincial Education Examinations Institute, with reference to the relevant provisions of the college entrance examination, has formulated and improved the operational guidelines for the self-proposition, group examination, marking and admission of the college entrance examination, and strengthened the guidance on the whole process of the college entrance examination. All undergraduate colleges and universities should further improve the work system of proposition, group examination, admission, security and confidentiality, marking management system, work audit system, ledger record system, etc., and strictly manage all aspects and the whole process of the examination proposition, marking, group examination and marking, resolutely prevent the occurrence of confidentiality and leakage, and ensure the safety, fairness and justice of the examination.

(4) Strengthen information disclosure.Colleges and universities should thoroughly implement the "sunshine project" of the entrance examination, strictly implement the system of information disclosure of college enrollment, and disclose relevant information such as registration, examination and admission in time according to the principle of "who is in charge, who is in charge, who is responsible" and take the initiative to accept social supervision. It is necessary to publicly report violations and consult telephone numbers, properly handle letters and visits and safeguard the legitimate rights and interests of candidates.

(5) Pay close attention to epidemic prevention and control.Colleges and universities should strictly implement the epidemic prevention requirements of the national education examination group, effectively protect the life safety and physical health of the majority of candidates and staff involved in the examination, and further refine the epidemic prevention work plan of the group examination in combination with the actual situation of epidemic prevention and control in COVID-19. It is necessary to take effective measures to do a good job in the health monitoring, registration and investigation of candidates and staff involved in the examination, and strengthen the sanitation and disinfection of examination enrollment places and the prevention and control of epidemic situations in proposition, paper making and marking places. The test center should be equipped with sufficient epidemic prevention materials, and set up a special channel with protective isolation measures, a special isolation examination room and a spare examination room. Do a good job in the prevention and control of epidemic situation and safety training for examination personnel to ensure that all measures are put in place.

(6) Strengthen publicity and guidance.All colleges and universities should, in accordance with the unified caliber of the whole province, intensify publicity through various forms, comprehensively, timely and accurately interpret the policy of upgrading from junior college to undergraduate college and the specific work requirements of the school, and ensure that candidates are aware of the relevant policies and the arrangements for examination and enrollment. It is necessary to strengthen the guidance of students who are willing to apply for the exam and avoid getting together to apply for the exam. We should pay close attention to public opinion, respond to social concerns in a timely manner, dispel doubts and doubts, build consensus and create a good social atmosphere.

(7) Strict supervision and inspection.We will further improve the responsibility system and accountability system for the work of upgrading from college to undergraduate, and strengthen the supervision and inspection of the whole process. The Provincial Department of Education will supervise the work of upgrading from undergraduate to undergraduate in colleges and universities together with discipline inspection and supervision institutions and enrollment examination institutions. The discipline inspection and supervision departments of colleges and universities should supervise the whole process of the work of upgrading from college to undergraduate, and give early warning and urge rectification of possible problems. The examination process will be carried out by combining provincial-level spot checks, cross-examinations and regular examinations at the school level. Those responsible for the violation of discipline and discipline in the entrance examination shall be seriously held accountable according to the law, and those suspected of committing crimes shall be transferred to judicial organs for handling.

XII. Other matters

(1)The Provincial Education Examinations Institute shall, in accordance with the requirements of this notice, formulate and publish the implementation measures and specific arrangements for enrollment, voluntary reporting, examination and admission of the college entrance examination in 2022; All undergraduate colleges and universities shall formulate detailed rules for the implementation of the enrollment work of the college entrance examination.

(2)According to the relevant documents of the Provincial Department of Finance and the Provincial Development and Reform Commission, in 2022, the charging standard for the college entrance examination for ordinary colleges and universities will be 130 yuan/person, and the candidates will pay the fees to the undergraduate colleges and universities to be enrolled as required within the specified time.

Measures for the implementation of college enrollment

According to the spirit of the general office of the Ministry of Education’s Notice on Doing a Good Job in the Enrollment of College Entrance Examination in 2022 (No.8 [2021] of the Teaching Hall) and other documents, this implementation method is specially formulated for doing a good job in the enrollment of retired college students who participate in the college entrance examination without examination (hereinafter referred to as the exam-free college entrance examination).

First, the enrollment target

Retired college student soldiers who meet the following conditions may apply for exemption from examination:

(a) full-time vocational college graduates in our province enlisted and retired college soldiers, full-time vocational college students in our province (including college freshmen) enlisted and retired graduates who completed their studies in higher vocational colleges;

(2)Abide by the law, did not receive relevant punishment from the army during his service, and did not violate relevant laws and regulations and was taken compulsory measures by the relevant departments after retirement.

Second, enrollment universities, majors and plans

The colleges and universities that enroll students from college entrance examination-free are all provincial undergraduate colleges that enroll students from college entrance examination (excluding Hunan Normal University, Xiangtan University and Hunan Software Vocational and Technical University). The enrollment of college students who are exempted from examination shall be based on the principle of professional counterpart, and the undergraduate majors that eligible retired college students apply for exemption shall generally correspond to their higher vocational (junior college) majors. Third, the registration method

(1)Online forecast name. Eligible retired college student soldiers must log on to the Information Management Platform for Undergraduate Colleges in Hunan Province (hereinafter referred to as the Information Platform for Undergraduate Colleges) from February 15 to February 21, 2022, fill in the registration information (basic information, colleges and majors attended, enrollment and graduation time, enlistment and retirement time, etc.) truthfully as required, and upload their photos, retirement certificates and scanned copies of graduation certificates of ordinary higher vocational colleges (except fresh graduates). Sixth, admission
